“Every Republican member of the Texas Senate is eligible to become a member of the Senate Republican Caucus and is eligible to vote in Caucus elections. Additionally, when the results of their elections have been canvassed and certified by their county canvassing committee or committees, all persons who have been elected as a Republican member of the Texas Senate, but have not yet taken the oath of office, shall be allowed to vote on matters related to the next biennium.”
